Leadership and Management is described as the ability to inspire staff and volunteers to do the right thing and to lead staff and volunteers in doing the thing right.
If effective leadership is missing at the board level, the more effective members of the board should seek input and perhaps outside assistance in developing a plan to correct the problem. If effective leadership is missing at the management level, the board must meet its responsibility and determine why the situation exists. Then the board must take corrective action. This may also be a situation that needs some assistance from outside the organization.
